NEW YORK STATE SOLID WASTE CHARACTERIZATION PROJECT
GOALS & OBJECTIVES
Waste Management Across New York
Funded by the New York State Environmental Protection Fund, this project analyzes municipal solid waste and recyclables across the state. The goal is to provide reliable, accurate data to develop evidence-based recommendations that improve waste management and build a more sustainable future for New York. The project’s first phase ran from 2019 to 2024, and the second phase is currently underway (2024–2029).

Engaging and Analyzing Solid Waste
Research Tasks

Characterizing NYS Solid Waste
Comprehensive characterization of municipal solid waste and recyclables across New York State through systematic sampling at waste management and recycling facilities. Activities include sampling design, field collection, data management, quality assurance/quality control, and detailed composition analysis to quantify waste streams and identify recovery opportunities.
Providing Site-Specific Data & Annual Reports to the DEC
Development of detailed reports for individual sampling sites, including material composition, recovery performance, contamination levels, and trends over time. Annual summary reports are prepared for the New York State Department of Environmental Conservation (DEC) to support statewide planning, policy evaluation, and regulatory compliance.

Developing Research Publications to Support Targeted Interventions
Preparation of peer-reviewed research articles that provide empirical evidence to support targeted interventions aimed at improving material recovery, reducing unrecovered recyclables, and advancing circular resource management in New York State.
